Minutes of the Parish Council Meeting held on 19 September 2019 

in Bayford Village Hall at 7.30pm

32. Minutes of the Parish Council Meeting. Cllr Macfarlane questioned the minutes of the Guide to Community Infrastructure from the July minutes. Chairman changed the minutes and they will be signed at the November meeting.  Planning Meetings of 2, 30 August 2019

A resolution is sought to approve and sign the Planning minutes as a true record.

A resolution is sought to accept the financial statement as at 31 August 2019. Stoke Trister & Bayford PC Current A/c £11037.73; Stoke Trister & Bayford PC Reserve A/c £8170.06; Leigh Common Savings A/c £5102.52.

Location:  Land OS 3969 Part Devenish Lane, Bayford, Wincanton.

Proposal:  Application to vary condition 2 (approved  plans) of planning approval 18/03272/FUL (amendment of roof material) – There were no objections to the change of roofing material. However, we would like to see the Planning Officers consultation with Wessex Water concerning the high pressure pipes underground. – Application permitted.

Location: Land adjacent to Highbrook, Devenish Lane. 

Proposal: Application of reserved matters following approval of 18/02145/OUT for the erection of a two storey detached dwelling to include access, appearance, landscaping, layout and scale – No further information.

Planning Application No: 19/00258/OUT

Applicant: Mr M and Miss F Haskett and Thornton

Location:  Land at Church Farm, Stoke Trister, Wincanton BA9 9PG

Proposal:  Outline application with all matters reserved for the redevelopment of Church Farm buildings and bungalow and erection of 2 dwellings. – No further information.

Applicant: Mr Chris Bellars

Location: Land at Sycamore Farm, Stoke Trister, Wincanton.

Proposal: The conversion of existing domestic storage building into a single dwelling and the erection of a car port. – Application permitted.

c. Clerk to contact Council re comments on Planning Application No: 19/01322/S73 asking for the planning Officers consultation with Wessex Water.

d. Robin Bastable did not attend the meeting to give and update on Highbrook, Devenish Lane with regards to running a business, also any update on Church Farm.

e. Clerk to invite Simon Fox to our November meeting to explain the ethics of the Planning Department

37. Riding Gate and East View

Clerk contacts Sam Fox on a regular basis but no further information has been given on both of these issues.

38. Defibrillator

In Cllr McKenna’s absence Cllr Garrett had contacted Tim Cook re the defibrillator. He said that SSDC’s Community Grant Scheme will fund up to 50% of the total cost of a defibrillator.

39. Notice Board

Cllrs voted unanimously to allow Phil Light to repair the Bayford Notice Board. Cllr Linsley to arrange.

40. Clerk Salary & Spinal Column

Chairman to conduct an appraisal with Clerk.

41. Area East Meetings

After discussion it was decided to check the online Agenda for the Area East Meetings to see if it was relevant to out Council. Clerk to send to Chairman.

42. Unicorn Inn

Mark Warren’s email was reported re Unicorn Inn. He stated the owners were to apply for a change of use followed by a Planning Application for three dwellings

43. Signatories

It was agreed to add two more signatories to the account. Cllrs R Webb-Bowen and J Garrett.
